Does the 7d have overcrank/undercrank capabilities?

No way. It'll shoot at variable frame rates. What I mean is, I think it'll shoot at 60p (or 50p for Philip) and when you drop it into a 24 frame timeline the 50p footage plays at essentially half-speed. Free Slow motion.
